25. CNRS (Centre National de la Recherche Scientifique) Orange C- This state-owned research organization lacks ethical and methodological reflection. It is essentially a conservative nomenklatura that lacks overall dynamism and did not undergo any reform since the mid-2000s. The organization has followed disastrous policies since the 1990s. By associating almost systematically its research units with Universities, it has bowed out to conservative University « mandarins », has diluted the organization's corporate identity, and has weakened its originality. CNRS does not have advanced evaluation methodologies. Its budgetary cost is high while its final output is poor. CNRS absorbs a budget nearing EUR 3,5 Bio per year. In its corporate literature, CNRS aggregates the publications of all researchers who are involved in its labs, and alleges that their publication record is its own. In reality, most labs are University teams that are loosely associated with CNRS, which provides for a small fraction of their funding. Faculty often freely and informally join the labs. Their publications are theirs, and would have taken place anyway. Most of the time, the added value of CNRS in the faculty final publication record is minimal. In summary, CNRS fakes its publication records by annexing the whole list of faculty publications, while the contribution of CNRS to their research is unsubstantial, and likely minimal. Negative
