# ENTITY CATEGORY RATING REMARKS RECOMMENDATION
41. Free University of Berlin Blue BB+ TSCF Rating For Free University of Berlin The TSCF score sits at 127. Universities can create a favorable environment for pedagogic performance, but the latter lies in a last resort on individual staff and students. In addition, performance evaluation in this sector is widely subjective, depending notably on the opinion of employers, the public image and fame of these organizations, and their involvement in partnerships with other actors. To qualify for evaluation, a University must offer the whole range of the degrees (undergraduate - graduate - PhD). Higher education institutions that focus on a particular segment of science or on the application of science are taken into account only if:  - they cover a sufficiently broad spectrum of disciplines and areas, - they practice fundamental research and teaching. Our evaluation criteria include: - Quality of education (student/faculty ratio, pedagogic methodology, logistics, income and budget) for 50%, - Support to research (research budget, faculty involvement, patents, indexation and citation per faculty) for 25%, - And organization development (HR policy, institutional income, international outlook including faculty, research and programs) for 25%. Positive
42. Freelancer (VWorker, Rent A Coder) Orange CC+ This platform offers the possibility to those with a limited budget to have their IT development done. However, it developed uselessly complicated features and procedures. Forced escrow binds the employer's hands, while arbitration behavior may not be reliable. The creation of milestones that must be funded immediately can be a source of embarrassment. The new version of the site, which is named Freelancer, shows some improvements. However, they charge multiple fees (processing, project, and government fees). Customer support is weak. Their mutual evaluation procedure (employer-freelancer) is ineffective: the last one who speaks is in a power position, and people are inclined to compromising due to the possibility of a retaliation. There should be a reliable evaluation system where employers evaluate freelancers, with the option for the latter to reply, which they would probably do in a case of abuse. Qualified

48. GoFundMe Red DD- GoFundMe is a large crowdfunding platform based in the US. It is available for for-profit and not-for-profit crowdfunding. Given its location, GoFundMe is subject to US law, meaning that international customers find themselves involved with US law. When they ask for your ID, your ID is for the US government. Still, you don’t know the ID of the GoFundMe people, who conceal it carefully. Existing reviews suggest that customer service is poor ("an absolute joke") and that campaigners have difficulties withdrawing donations. A thorough examination of existing reviews suggest that at least some of the most positive ones may be rigged. If you focus on the most relevant reviews, which do not emanate from professionals or donors, but from the final beneficiaries -whose cause is the purpose of all the donation process-, they are overwhelmingly negative. GoFundMe was reported indulging into the following unethical practices, without this list being exhaustive : - unauthorized money taken from accounts, - undue charges, - difficulties made to the withdrawal of money, - obstacles made to the proof of ID, - absence of response on critical issues. GoFundMe created itself a campaign and donated a large sum of money to it, a controversial cause on which it has refused to provide transparency. In our case (a case close to a scam), the funds we should have received for one of our Animal Welfare campaign never reached us. They were reputed "paid" by the platform. GofundMe was drawn into politics in the Israel Folau‘s case, whose campaign was pulled down after it had collected thousands of dollars in donations. Representatives of Israel Folau said that GoFundMe “buckled to demands against the freedoms of Australians” when it pulled down his fundraising page. Meanwhile, the rival GoFundMe campaign “Israel Folau’s intolerance will not be tolerated”, which was aimed to raise funds for an LGBT charity stonewall, remained open. In our view, a crowdfunding platform should remain neutral about any sociopolitical issues, regardless of the degree of pressure that might be exerted on it. This type of service implies honesty and independence. Even a minority of infringements is critical. As a reviewer puts it, we would suggest that we need other, more honest services for these important occasions. Negative

50. Hoeilaart Commune Black EE+ Hoeilaart Commune! This Flemish commune is, perhaps for ideological reasons, an example of public mismanagement. It practices double billing and uses police to importune newcomers, provided that they are not Flemish. They also invade your privacy and misuse your personal data. A few years ago, the mayor was caught having sex with a collaborator in the municipality premises. Negative
