Universities can create a favorable environment for pedagogic performance, but the latter lies in a last resort on individual staff and students. In addition, performance evaluation in this sector is widely subjective, depending notably on the opinion of employers, the public image and fame of these organizations, and their involvement in partnerships with other actors. 62. La Banque Postale Orange C La Banque Postale is a French bank and a subsidiary of La Poste group. Officially created in 2006 on the basis of the preexisting financial services of the French Post, it has over 11 Mio accounts, 9000 branches and a total balance sheet superior to 200 Bio euros. Initially a retail bank distributing through the post offices, it has become a major lender to businesses and local communities (2012 – La Banque Postale Développement local) and an asset manager (1988 – Sogéposte – La Banque Postale Asset Management). It is known for having a legal obligation to ensure bank accessibility for the most vulnerable, meaning that it is bound to offer a savings account to anyone that requests it and to make a wide range of operations on this account for free. This is one of the reasons, along with micro-credit financing and lending to small and medium-sized businesses, why the bank obtained a B- rating from extra-financial rating agency ISS-Oekom and a 69/100 rating from extra-financial rating agency Vigeo-Eiris. In spite of a recent improvement in profitability and solvency, the bank is suffering from complex strategic problems, particularly since the 2012 takeover of Dexia Bank, which had a considerable amount of bad debt. A recent official report underlined the arduous challenge of defining a sustainable business model for La Banque Postale. The bank also suffers from mismanagement practices such as excessively high compensation and benefits, a top-down organization, inadequate information systems, excessive real estate costs inadequate purchasing policies, and duplication between the Banque Postale and SFIL (local credit refinancing). The quality of service also suffered from a shrinking post office network and narrowing opening hours. The recent customer reviews for La Banque Postale are execrable. The cost of the various bank cards offered by La Banque Postale is close to the average of the conventional banks, but it is very high compared to the one of the online banks. The same observation can be made about the cost of ATM withdrawals, account yearly fees, and card insurance fees. The saving accounts rates, life insurance fees, stock exchange investment services and fiscal optimization product fees are higher than by online banks. As for the rates of loans, they are not the lowest on the market. In summary, La Banque Postale offers basic banking services that may be less expensive than other conventional banks, but come with lesser quality, and are more expensive than by online banks. The quality of service to individual customers is bad – the bank cannot be recommended. Negative
63. La Compagnie du Lit Blue BB La Compagnie du Lit! This medium-sized company offers a wide range of bedding products despite not all best brands are represented. Their prices are competitive and in some cases, can even be lower than those of Ikea. Despite various shortcomings, such as possibly failing payment systems, a failing search engine, and employees who conceal their identities, they do offer decent advice and delivery service. Positive

67. Malta Police Force Orange C- The Malta Police Force is characterized by a lack of efficiency caused by chronic corruption, procedural flaws, budget shortage and political intervention. Due the concealment of the officers' identities, officers are neither responsible nor trackable. Reports are drawn up by police without being approved (signed) by the users, inducing a lack of transparency regarding reports and proceedings. The lack of credibility of the organization on the one hand, and the lack of trust on the part of the population on the other hand, limit considerably the overall efficiency of the organization. 68. Malta Police Force (update) Red D- The organization, as well as the Interior Ministry that is supposed to control it, is entirely opaque. Citizen control over it is dangerously weak. Malta Police Force did not investigate in depth the case of assassinated journalist Daphné Caruana Galizia. A case of theft perpetrated by police was reported. Given the absence of plans for credible reforms, the outlook is negative. Negative

70. mBank (BRE Bank) Red DD+ mBank (formerly BRE Bank) claims to be the best bank in Poland but its awards emanate from journalists and other professionals, not from clients - they have good chances to be Fake News. The retail activity was reported as charging undue fees after administrative errors were made by the Bank and were not refunded. For a number of years mBank was able to manage its loan unprofitability by charging debtors installment fees, so-called "spreads". However, in July 2011, the Polish banking law was amended to eliminate such additional payments. In addition, clauses regulating linkage between the Swiss Franc and the Polish Zloty in the loan agreements used by mBank were found unfair and included in the unfair clauses register maintained by the Office of Competition and Consumer Protection. Since the European Council Directive 93/13/EEC of 5 April 1993, contract terms found to be unfair should not bind consumers, the linkage between Swiss Franc and Polish Zloty present in mBank agreements was undermined. However, mBank has not recognized the validity of this regulation. Therefore, a number of legal proceedings ensued, including a class action lawsuit started by 1,247 debtors. Negative
